When there is a power cut will my PV array still produce electricity?

With a grid connected PV system, in the event of a power cut the array will stop producing electricity. The reason for this is safety. If someone is working on repairing the local electric cables because of a line failure and your PV system is pushing current along these cables then it can cause death to those working on the grid. Your inverters will automatically apply this protection.
